The Galleria (along Carroll Creek between Carroll and East Streets)  Carroll Creek Galleria LLC, a Wormald Company, plans to develop 34,000 square feet of commercial space, 127 housing units and 550 parking spaces on the site which is between the Delaplaine Visual Arts Education Center, Carroll Creek Park and the MARC Train Station.  The project has received HPC, STET and Planning Commission approvals.  Construction by the City of Frederick of 400 parking spaces has begun.

One Commerce Plaza (along East Street between All Saints and Commerce): 

Work is  progressing on plans for a 114,000 square foot office and retail building to be located along East Street between All Saints and Commerce streets.  Target date for groundbreaking is 2011.  The project has been presented to the Mayor and Board to request some modifications to a couple of its contract requirements.  Once approved, the partners will proceed with the necessary site plan modifications and approvals, then embark on the parallel tracks of final building design and aggressive marketing of a condominium office/retail building.

The site at 7th and North Bentz streets will have 42 apartment units and a combined 55 home ownership townhomes and single family homes.  The 10,800 square foot Bernard W. Brown Community Building will be located at the corner of North Market and 7th Streets. The Community Building will be open and operational by mid-May 2009 and home to Cakes for a Cause (a program designed to teach the restaurant business to at-risk youth through a vocational program that combines bakery production and restaurant management), Head Start, CALM (Frederick Community Mediation and Conflict Resolution Center), CASS (Community Agency School Services), UNESCO Center for Peace (United Nations Educational, Scientific and Cultural Organization), the HOPE VI office and the Neighborhood Networks Computer Lab. This City of Frederick Hope VI project will consist of 36 units of affordable housing.  The project has received site plan approval from the Planning Commission. Construction is underway.

 

100 E. Patrick Street: 
Anson Smith Development, LLC is working on a total renovation of the structure at 100 E. Patrick Street. The building has been completely gutted and when finished will offer four one-bedroom luxury apartments on the second and third floors (two per floor) complete with washer/dryers, central A/C, and granite countertops. The 1,600 square foot ground floor retail space should be available in February 2009 with new floors, walls, electrical systems, HVAC, bathroom, ceilings and lighting.  The entire building will have sprinklers. 
 

Downtown Frederick is hopping: Development along Carroll Creek continues to see significant progress and new developments are planned in SoMa (the South Market area), the North Market area and along East Street.   The following list provides an update of activities underway along and beyond the creek. 

This recent development will flow nicely in to the East half of Frederick joining the Historic Downtown Frederick we all know and love to a new half of the city that is currently in the beginning phase of construction.

 
Baker Park Shared Use Path: Improvements to the Baker Park Shared Use Path, from Kline Boulevard to College Terrace, are largely complete. Contractors will widen the path, which is used by both cyclists and pedestrians, and which runs adjacent to Carroll Creek Parkway along Baker Park.

Cannon Hill Office Building (All Saints Street): The project is essentially complete and mostly filled with the primary tenant, Regent Educational Software. There are three units remaining on the first floor for lease.  The entire building also is for sale. Buyers could occupy the first floor while enjoying the income from the existing leases in place.      

 
  
  
Carmack Jay’s (331 N. Market):  Marketing efforts aimed at recruiting a new tenant to this site continue.  The 20,000 square foot building recently was renovated for more than $1 million and remains vacant at this time.  The City of Frederick’s Department of Economic Development and Downtown Frederick Partnership continue to work with the site’s owners, Douglas Development Corporation, to find a suitable tenant for the site.

Carroll Creek Public Improvements (from the Delaplaine VAEC east to Patrick Street and from Court Street to Bentz Street):  Plans are 95 percent complete for the next phase of construction that will include brick paths, water features, trees, lights, benches and public art. Construction bids are expected to go out summer 2009 and construction is slated to begin in the fall. 

 

  
City of Frederick’s two new parking garages:  Work began in October on grading, utility work, excavation, foundation testing, and site security (fencing and signage) for the City of Frederick’s newest parking garage located near the Delaplaine Center.  The project is expected to be completed in or near spring of 2010.  The second new parking garage is now under design.

Creekside Plaza: Creekside Plaza was the recipient of the National Association of Industrial and Office Properties (NAIOP) 2008 Award of Excellence for the Best Business District Office.  The building has six office spaces available for lease, as well as several condos available for purchase.  The Creekside Plaza Conference Center is available for rent seven days a week.   There is currently office and Residential condos for sale and for lease in this building.

East Street Extended:  The  project is being completed by the State Highway Administration using Federal and State Funds (80/20) and is set to open in total this fall.  The opening will include the new interchange of East Street and I-70, the section of Monocacy Boulevard from South Market to South Streets, the upgrading of South Market Street from MD85/355 to Loats Alley, and a new park-n-ride lot at the northwest corner of I-70 and MD355.  Click here for more information on development on the East side of Frederick, MD.

 

   

E. Fifth Street: The Parker Alexander Group is redeveloping the properties at 420, 424 and 426 North Market Street as well as the property at 26 E. Fifth St.  Renovations have restored many of the buildings’ historic features while also adding numerous modern amenities such as luxury baths and kitchens.  Properties are for sale now.

Fisher Building:  Work continues on the restoration of the Fisher Building, a circa 1880 brick warehouse near the Carroll Creek parking deck. Significant work has been completed on the structure. Plans call for new insulated roof panels to be installed in the next few weeks, followed by the final metal roof and trim with spouting and gutters. When complete, the building will provide prime downtown office space.

Frederick Brick Works (South of South Street):  The board of Frederick Brick Works has decided to postpone its choice for a development partner to work with on its mixed-use development project planned along the East Street Extension.

Frederick News-Post Building (200 E. Patrick Street): The roughly 25,000 square foot building is available for sale and is situated on an L-shaped lot that offers substantial Carroll Creek frontage.  A study was conducted earlier this year on ways in which the historic portion of the building can be adapted for re-use. 

Also includes 2.5 acres of open land prime for downtown urben development up to 75 units per acre.

Homes at Market Square (corner of E. South and S. Market Streets):  Of the 14 total units available in this historic restoration and new construction project, only two townhouses and two condo flats remain available for sale or lease.  They feature natural cherry cabinets, granite countertops, gas fireplaces and covered on-site off-street parking and are just one and half blocks off the Creek.  
 
Lafayette Square (corner of Market and All Saints Streets):  Commercial retail space available for lease or sale at 101, 105, 107 S. Market St. and 2 W. McCutcheon’s (13 S. Wisner Street):  McCutcheon’s currently is seeking tenants for the addition to the company’s existing facility on South Wisner Street.  The completed project will offer 34,000 square feet of interior space, 7,400 square feet of community and leased outdoor space, and covered ground-level parking.  With tenants secured, the company can secure financing. Interest in the project has been good and the company is always interested in hearing from other potential tenants.

Monocacy Valley Canning: Construction is underway on this project that is located on East Street and will provide nearly 36,000 square feet of leasable space, including 30,000 square feet of Class A office space. 

One Commerce Plaza

 

Site C-2:  An RFP has been issued in hopes of developing the site with amenities to enhance the park and amphitheatre.  Attached is the RFP. The deadline for submittal was May 1.

Site G (near East and South Streets): The new consolidated central office for Frederick County Public Schools is now under construction   The building will be five stories, +/-90,000 square feet. Occupancy is anticipated for the fall of 2010. Warner Construction began site and foundation work in late February.  

 Site I/McHenry's and Union Mills:  Plans call for the site of the old McHenry Auto Parts building to be home to a new 115,000 square foot, five story retail and office building. Work also is progressing on the Union Mills project, which is a unique adaptive use of existing brick structures.  Both Class-A projects are being developed by Douglas Development with Morgan-Keller Construction acting as the general contractor.
